No. Singaporeans travel visa-free in the Schengen area for up to 90 days in any 180. Once ETIAS launches (expected 2027) they will need an ETIAS authorisation.
Yes. Indians must obtain a Schengen short-stay (Type C) visa before travel, applied via the France-Visas portal and VFS Global.
