Is Uzbekistan safe for solo female travelers?

My travel buddy and I can't agree on this, so asking here.

Very safe — Uzbekistan consistently ranks as one of Central Asia's safest countries. Locals are incredibly hospitable and often go out of their way to help, though staring and unsolicited conversation can happen. Dress modestly, especially around mosques and rural areas.
