Yes. Under Executive Decree 196 (28 Oct 2024), Indians holding a valid multiple-entry US visa that has been used at least once and has 6+ months validity can enter Panama visa-free as tourists. Valid Canada, UK, Schengen or Australia visas/residence also qualify.
