About JR Hokkaido Sapporo - Noboribetsu Area Pass
Unlock the best of Hokkaido with the JR Hokkaido Sapporo-Noboribetsu Area Pass, your ultimate four-day ticket to unlimited train travel across the region. Seamlessly hop between Sapporo's vibrant cityscapes, Otaru's romantic canals, and Noboribetsu's soothing hot springs without worrying about individual ticket costs. It is the perfect, budget-friendly way to explore Hokkaido's diverse landscapes and cultural gems at your own pace.
Local Legends & Stories
Noboribetsu's famous Jigokudani, or Hell Valley, is steeped in Ainu folklore, where the dramatic volcanic vents and sulfurous steam were once believed to be the dwelling places of mountain spirits and demons. Meanwhile, Otaru's canal district holds the romantic legacy of the herring boom, where wealthy merchants built the grand stone warehouses that still stand today.
Must Do Experiences

Take a scenic train ride to Otaru and stroll along the historic Otaru Canal lined with beautifully preserved stone warehouses.
-
Soak in the healing, mineral-rich waters of Jigokudani and the traditional onsen baths in Noboribetsu.

Available Facilities
Perfect Timing
When to visit for the best experience
The pass is fantastic year-round, but winter offers magical snowscapes and access to the Sapporo Snow Festival, while autumn provides spectacular foliage along the rail routes. Early mornings are the best time to travel if you want to secure a window seat on limited express trains and avoid the commuter rush hours between 7:30 AM and 9:00 AM.
Photography Guide
Capture the perfect shots
-
Capture the iconic view of the Otaru Canal during the blue hour just after sunset when the historic gas lamps illuminate the water's reflection.
-
When shooting from the train, use a polarizing filter or press your lens close to the glass to eliminate window glare while capturing the passing Hokkaido landscapes.
-
Photography is generally permitted in stations and on trains, but always avoid using flash and be respectful of other passengers' privacy.
Cultural Etiquette
Respect local customs and traditions
When riding Japanese trains, it is considered polite to keep your voice down, set your phone to silent mode, and avoid taking phone calls while onboard. Queue neatly on the marked platform lines and allow passengers to disembark before you step onto the train. Tipping is not practiced in Japan, including for taxi rides from the station or porters, so simply offer a polite bow and a thank you.
Special Events & Experiences
Enhanced experiences and seasonal highlights
-
The Sapporo Snow Festival in early February transforms Odori Park into a winter wonderland, easily accessible via a short walk from Sapporo Station.
-
The Otaru Snow Light Path Festival, also in February, sees the canal and streets lined with thousands of beautiful snow candles and lanterns.
-
Noboribetsu's Demon Fire Festival in late summer features dramatic parades and fire rituals to ward off evil spirits, a short bus ride from Noboribetsu Station.
Important Guidelines & Safety
Essential safety information and guidelines
-
Mind the gap between the train and the platform, especially in older stations where the platform height might not perfectly align with the train floor.
-
During the winter months, wear slip-resistant footwear as station entrances, stairs, and platforms can become extremely icy and slippery.
-
Keep a close eye on your personal belongings in busy transit hubs like Sapporo Station to avoid accidental misplacement in the crowds.
Visitor Information
Entry Fee
The pass offers a flat, highly cost-effective rate for four consecutive days of unlimited travel, with discounted rates available for children aged 6 to 11. Children under 6 travel for free when accompanied by a pass-holding adult, making it an excellent value for families exploring the region together.
Visit Duration
Since this is a four-day transit pass, we recommend dedicating at least one full day to Sapporo city exploration, one day to Otaru, and one to two days for Noboribetsu and the surrounding national parks. If you are short on time, prioritize the direct limited express train to Noboribetsu for a quick onsen soak, and take the rapid train to Otaru for a scenic half-day canal stroll.
Accessibility
Major stations like Sapporo, New Chitose Airport, and Otaru are fully equipped with elevators, tactile paving, and accessible restrooms for wheelchair users. While most modern limited express trains have designated wheelchair spaces, some older local trains and smaller rural stations may have limited accessibility, so it is advisable to check specific station layouts in advance.
